Italy struggled to create chances in the first half and were shocked when Antolin Alcaraz left home a free kick in the 39th minute.
The world champion has improved in the second half, however, and Daniele De Rossi cleared after 63 minutes, but feels his players Lippi should have gone to win the game.
"There's great regret, because we certainly deserved to win the game," he told the Italian Cup. "Paraguay had its first approximation to the door, what can happen to play a game.
"It was a reaction, and played a good game, but this is the kind of game we must win, we must improve in attack. Paraguay preferred to sit back and defend it, absolutely nothing to do."
De Rossi, in turn, claimed responsibility for the goal when not long Alcaraz.
"We played well, it was difficult and very little Paraguay allowed," he said. "My mistake led to the goal, that everyone was angry.
"We were going too deep, the defense of free kicks, but he was my husband and I were meant to mark it. I definitely blame for that goal."
He added: "We have the ball but was a bit sterile, the third and final pay at this level. We need to improve in the final third, clinical, and reached the last pass in the box. That's what counts in a World Cup. "
De Rossi believes that Italy still are candidates this year, even if they are not the favorites.
"It's never easy to determine, based on the first game," he said. "We're not so arrogant as to assume that we are better than the rest.
"There are two or three pages for better quality, including Spain, Argentina and Brazil. England are similar to us, but we are always difficult for any opponent. Let us not forget, just lost to Spain on penalties at Euro 2008."
Gerardo Martino, head of Paraguay thought a good result, but said the injury to replace Jonathan Santana had hurt his team.
"We were well organized and defended very well in the second half, but after Santana was hurt," he said. "I think it is a positive result, for who was playing. It was our first game and was very reliable, but the game should help us think how we can improve our thinking."a
